As we celebrate this legacy, we took a moment during February’s special anniversary event to recognize the contributions of key individuals—and even one special place—whose vision, dedication, and hard work have laid the foundation for our success. Their efforts have not only strengthened our communities but have also paved the way for continued revitalization and growth in the years ahead.
Longest Designation
In 1985, Virginia became the 15th state to establish a statewide Main Street program, launching a three-year demonstration project with five communities. Among them, Winchester has remained a dedicated partner, navigating decades of change and growth. We celebrate Winchester’s 40 years of commitment to downtown revitalization. Brady Cloven, Executive Director of Winchester Main Street, accepted the award on behalf of the community.
Founders Award
Strong leadership is essential to the success of Main Street, and the Virginia Main Street program’s foundation was built by one of its most dedicated pioneers. As the program’s first manager, Shea Holifield established a framework that continues to guide communities today, even as she rose to the highest ranks of DHCD. It is an honor to recognize her as the mother of Virginia Main Street.

Longest Serving Virginia Main Street Professional
Dedication and leadership define Virginia Main Street, and no one embodies these qualities more than Kyle Meyer, the program’s longest-serving team member. Known for his unwavering support, steady guidance, and genuine passion for Main Street communities, he has been a champion, mentor, and trusted resource for countless leaders. We are proud to recognize his contributions and lasting impact.

Longest Tenured Executive Director
Ken Heath’s impact on the Town of Marion and Virginia Main Street is nothing short of remarkable. His name is synonymous with the town’s success, embodying the very spirit of a thriving downtown. Marion—and Main Street—would not be the same without his passion, leadership, and dedication. Ellen Frazier, Administrative Assistant, accepted the award on behalf of Ken Heath.


Lifetime Achievement Award
As Virginia Main Street celebrates 40 years, we also honor Kathy Frazier for her 39 years of dedication as the Virginia Main Street Architect. Her expertise in historic preservation and downtown revitalization has left an indelible mark on communities in Virginia. Along with Frazier Associates, Kathy has played a pivotal role in shaping the success of Main Street, and we are deeply grateful for her contributions.
