Funding Opportunity Description:
The Economic Adjustment Assistance program is EDA’s most flexible program, and grants made under this program will help hundreds of communities across the nation plan, build, innovate, and put people back to work through construction or non-construction projects designed to meet local needs.
A wide range of technical, planning, workforce development, entrepreneurship, and public works and infrastructure projects are eligible for funding under this program.
EDA expects to fund a number of projects under this NOFO that support communities negatively impacted by the downturn in the coal economy, supporting transitioning away from coal.
This includes construction activities such as water and sewer system improvements, industrial parks, high-tech shipping and logistics facilities, business incubators and accelerators, brownfield redevelopment, technology-based facilities, wet labs, multi-tenant manufacturing facilities, science and research parks, workforce training facilities, and telecommunications infrastructure (e.g., broadband) and development facilities. This also includes non-construction activities such as design and engineering, technical assistance, economic recovery strategy development, and capitalization of revolving loan funds (RLFs).

Travel, Tourism, and Outdoor Recreation

Competitive Grants: $240 million to help communities that have been hardest hit by challenges facing the travel, tourism and outdoor recreation sectors to invest in infrastructure, workforce or other projects to support the recovery of the industry and economic resilience of the community in the future.
EDA’s ARPA Tourism NOFO is designed to provide a wide-range of financial assistance to communities and regions to rebuild and strengthen their travel, tourism, and outdoor recreation industry through various infrastructure and non-infrastructure projects. Under this NOFO, EDA solicits applications under the authority of the Economic Adjustment Assistance (EAA) program, which is flexible and responsive to the economic development needs and priorities of local and regional stakeholders
It is important that investments support the economic recovery through strong employment opportunities for workers, including but not limited to opportunities for workforce development, rehiring of laid off workers, and creating and retaining union jobs and well-paying jobs with good benefits. Moreover, it is important that investments in infrastructure and construction projects be carried out in ways that produce high-quality infrastructure, avert disruptive and costly delays, and promote efficiency. EDA understands the importance of promoting workforce development and encourages recipients to ensure that construction projects use strong labor standards, including project labor agreements and community benefit agreements that offer wages at or above the prevailing rate and include local hire provisions to promote effective and efficient delivery of high-quality infrastructure projects, as well as the economic recovery. Using these practices in construction projects may help to ensure a reliable supply of skilled labor that would minimize disruptions, such as those associated with labor disputes or workplace injuries.

Build Back Better Regional Challenge

This ARPA BBBRC NOFO is designed as a two-phase competition to (1) help regions develop transformational economic development strategies and (2) fund the implementation of those strategies that will create and grow regional growth clusters. Such efforts will help regional economies recover from the pandemic and build economic diversity and resiliency to mitigate impacts of future economic disasters as well as benefit regional workforces and residents through creation of high-quality jobs, increased wages, and revitalized communities.
This ARPA BBBRC NOFO is designed to support clusters in transforming their regional economy through groups of complementary, aligned construction and non-construction projects. The projects should be organized under a singular vision to support industry growth across the region. Interested regions should form regional coalitions, in coordination with private sector partners and other partners, that share a common vision for how significant investment from EDA could catalyze wage growth, increased economic growth, the creation of a new industry, and/or the scaling or growth of existing industries in their region. The identified projects should foster economic growth and competitiveness through job creation, capacity building, and attracting private investment.

Indigenous Communities

Funding Opportunity Description:
Through this Indigenous Communities NOFO, EDA aims to assist indigenous communities to recover economically from the coronavirus pandemic. Even before the pandemic, indigenous communities faced high levels of economic distress and unique economic development challenges, resulting in severe inequalities in opportunity for members of these communities. The pandemic greatly exacerbated those challenges and inequities and will continue to cause deep economic injury to indigenous communities in unprecedented ways.
Competitive applications for funding under this NOFO will propose projects designed to create the conditions for economic growth in indigenous communities and to accelerate economic recovery from the pandemic. These projects can include foundational economic infrastructure projects, such as broadband, energy, road, water, and wastewater infrastructure (including community water facilities); vocational and higher education facilities; and community health facilities that are necessary for future job creation. Projects can also include non-construction projects to provide technical assistance to support business development, entrepreneurship assistance, economic development planning, rural prosperity, and workforce training in indigenous communities. Further, EDA seeks to fund projects representing diverse geographies, from rural and urban settings to projects on or near tribal lands.

Research, Networks, and Communities of Practice Grants

Through Research and Communities of Practice awards, EDA will fund data, tools, and institutional capacity for evaluating and scaling evidence-based economic development efforts and for creating Communities of Practice to connect and provide technical assistance to existing EDA grantees like University Centers, the Revolving Loan Fund network, the Build to Scale network, Economic Development Districts, Tribal partners, and new grantees under the ARPA Build Back Better Regional and Jobs Challenges.
For Research awards, EDA solicits applications for investments that support research and evaluation projects related to economic recovery from the coronavirus pandemic. EDA will support the development of tools, recommendations, and resources that shape Federal economic development policies and inform economic development decision-making. Awards will provide critical, cutting-edge research and best practices to regional, state, and local practitioners in the economic development field, thereby enhancing understanding and implementation of economic development concepts throughout the country. EDA is specifically interested in research projects that will enable real-time research into EDA’s ARPA programs, especially those related to the new Jobs Challenge, Build Back Better Regional Challenge, Indigenous Communities NOFO, and travel and tourism programs. For the Communities of Practice Challenge, EDA seeks to fund nationwide communities of practice that focus on key groups of economic development stakeholders and provide technical assistance to those groups, including developing methods to increase information and practice sharing, strengthening networks, and accelerating economic recovery. As communities and organizations face depleted institutional resources and are stressed with coronavirus-related demands, they have been unable to connect with and learn from peers across the industry to evaluate and nurture strategies needed to rebuild a more equitable and resilient economy. The Communities of Practice Challenge seeks to connect EDA grantees from the below identified groups of stakeholders (cohorts) with others within the same group or possibly also across multiple groups as well as to provide those cohorts technical assistance.

Good Jobs Challenge

Funding Opportunity Description:
EDA’s American Rescue Plan Good Jobs Challenge aims to get Americans back to work by building and strengthening systems and partnerships that bring together employers who have hiring needs with other key entities to train workers with in-demand skills that lead to good-paying jobs.
Through the Good Jobs Challenge, EDA is allocating $500 million to collaborative skills training systems and programs. EDA encourages efforts to reach historically underserved populations and areas, communities of color, women, and other groups facing labor market barriers such as persons with disabilities, disconnected youth, individuals in recovery, individuals with past criminal records, including justice impacted and reentry participants, serving trainees participating in the Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance for Needy Families (TANF) and Women, Infants and Children (WIC), and veterans and military spouses.
These systems and partnerships will create and implement industry-led training programs, designed to provide skills for and connect unemployed or underemployed workers to existing and emerging job opportunities. Ultimately, these systems are designed to train workers with the skills to secure a union job or a quality job that provides good pay, benefits, and growth opportunities.
EDA will fund proposals within the following three phases, as applicable to regional needs:
- System Development
- Help establish and develop a regional workforce training system comprised of multiple sector partnerships
- Program Design
- Develop the skills training curriculum and materials, and secure technical expertise needed to train workers
- Program Implementation
- Implement non-construction projects needed to provide workforce training and connect workers with quality jobs, including wrap-around services

Coal Communities Commitment
Dates:
Application deadlines are specific to each Notice of Funding Opportunity.
Eligibility:
There is no pre-defined list of impacted coal communities. Coal communities include those outlined by the Interagency Working Group report as well as communities and regions that can reasonably demonstrate how changes in the coal economy have resulted or are anticipated to result in job losses and layoffs in any coal-reliant commercial sector (e.g., coal mining, coal-fired power plants).

Funding Opportunity Description:
EDA’s Coal Communities Commitment allocates $300 million of its $3 billion American Rescue Plan appropriation to support coal communities as they recover from the pandemic and to help them create new jobs and opportunities, including through the creation or expansion of a new industry sector. This announcement builds on the “Initial Report to the President on Empowering Workers Through Revitalizing Energy Communities” developed by President Biden’s Interagency Working Group.
Specifically, EDA will dedicate $100 million of its Build Back Better Regional Challenge funds and $200 million of its Economic Adjustment Assistance funds to directly support coal communities.
EDA also supports these communities through its Assistance to Coal Communities (ACC) initiative. Through ACC, EDA awards funds on a competitive basis to assist communities impacted by the declining use of coal through activities and programs that support economic diversification, job creation, capital investment, workforce development, and re-employment opportunities.
